OSU is excited to announce student email is moving from Google to Microsoft 365.

Starting in September, Microsoft 365 will be the official university email software system for all OSU students. This change is part of larger, coordinated efforts to upgrade the OSU student digital experience. We are working to improve OSU’s ability to protect student personal information and data, simplify complex and outdated IT services and enable the use of modern, industry-standard productivity tools.

Why is OSU student email moving to Microsoft 365? 
Currently students use Google while faculty and staff use Microsoft 365. Moving student email to Microsoft 365 provides valuable benefits, including:

Simplified collaboration and calendaring. A common email platform within the university simplifies scheduling and collaboration involving faculty and staff.  

Better mail delivery. Microsoft 365 will prevent important emails, especially those between OSU faculty and students, going to spam or junk folders.

Stronger cyber security. Microsoft 365 tracks and blocks malicious email activity, like phishing, to better protect your privacy and personal information.  

When is student email moving?  
Student email will move to Microsoft 365 this summer.

You will receive advance notice, including the dates your email will be moved to Microsoft 365 and also will be provided with helpful support information. The timing of your individual move will be scheduled to minimize disruptions and consider your course schedule and summer term enrollment.

Your email address will stay the same, so there is no worry about missed messages. Your message history, contacts, and calendar items will all be moved to Microsoft 365.

Students admitted to OSU after Nov. 1, 2022, already use Microsoft 365 email.

Please join me on Wednesday, April 26, by participating in Dam Proud Day, Oregon State University’s annual day of giving hosted by the OSU Foundation. 

This fun philanthropic tradition enables each of us to support university programs and student success initiatives that personally inspire us. More than 80% of the programs featured during this 24-hour event will benefit students directly, with the balance supporting university priority programs and initiatives. I look forward to working with you in this important journey. The support of the Bend community and the partnerships you have built in Central Oregon are truly integral components of OSU-Cascades’ incredible success and I look forward to working to continue this extraordinary collaboration to advance the essential role of higher education in the future of Central Oregon.

I look forward to talking with each of you and gaining a deeper understanding of your work, your vision for the future and the challenges you see that need attention. The progress that has been made in building the campus and its programming under the leadership and contributions of Becky Johnson, Andrew Ketsdever, Kelly Sparks, and so many of you is remarkable.

Dear Colleagues,

It is my pleasure to announce the appointment of Dr. Sherman (Sherm) Bloomer as Oregon State University’s new Chancellor and Dean for OSU-Cascades, effective May 1.

Dr. Bloomer brings broad and deep experience to the role. He has served the university since 2012 as associate vice president for budget and resource planning, with responsibility for oversight of the development of the university’s education and general funds budget, provision of university-wide fiscal planning support, development of tuition rate projections and tuition recommendations for university senior leadership, and budget management and reporting. In this role, he has been widely praised for his efforts to bring clarity and transparency to the university’s budget process and for his efforts to include faculty, staff, and student voices in the process.

Dr. Bloomer came to OSU in 1995 to serve as the chair of the Department of Geosciences in the College of Science, which is now a part of the College of Earth, Ocean, and Atmospheric Sciences. He then served as dean for the College of Science for 11 years and worked with colleagues on the university’s first comprehensive fundraising campaign, which successfully helped to construct the Linus Pauling Science Center, which includes instructional space for introductory chemistry classes, research laboratories for the Department of Chemistry and the Linus Pauling Institute, and the university’s electron microscope facilities.

Dr. Bloomer has taught across the curriculum including courses for general education science students, geology majors, and graduate students in geochemistry and marine geology. He has co-authored over 50 peer-reviewed scientific articles, led and participated in a variety of oceanographic expeditions, and his work has been supported by over $1 million in grant and contract awards. He holds a Bachelors of Arts degree in geology from Rice University and a Ph.D. degree in earth sciences from the University of California at San Diego’s Scripps Institution of Oceanography.

Dr. Bloomer’s appointment follows Dr. Andrew Ketsdever’s service as interim vice president. Andrew stepped into the interim role in May 2021 following Becky Johnson’s appointment as OSU’s interim president, and he led the campus with great dedication during a period of transition for both OSU-Cascades and the university, helping to advance progress on key initiatives like the innovation district and a new student career planning program (Cascades Edge). I am delighted he has agreed to continue as a key member of the OSU-Cascades leadership team, resuming his dean of academic affairs role on May 1. Please join me in thanking him for his leadership at a critical time for OSU-Cascades and OSU.

President Murthy and I thank each of you for your contributions to OSU-Cascades and for your involvement in the important process to help select OSU-Cascades new chancellor and dean.

Initially, Dr. Bloomer will split time between OSU-Cascades and Corvallis, in order assist the Office of Budget and Resource Planning with the transition to new leadership.

We will soon schedule welcome events to introduce Dr. Bloomer to OSU-Cascades colleagues and the Central Oregon community. We will share details at the earliest opportunity.

Dear OSU Corvallis Campus Community Members,

Particulate matter typically found in water pipes was observed in drinking fountains on Thursday, April 13, in the Memorial Union and today, Friday, April 14, in Fairbanks Hall on OSU’s Corvallis campus.

The presence of particulates follows recent routine maintenance of a campus water line performed by the city of Corvallis.

The appearance of particulates after this type of work is not uncommon and does not affect the safety of the water at this time. The water is safe and will remain available in the Memorial Union and Fairbanks Hall, including at all dining facilities. This afternoon, city of Corvallis workers will flush fire hydrants located on campus and OSU Facilities staff will flush water lines within affected buildings. This work is expected to mitigate the presence of the particulate matter recently observed.

Any concerns involving water quality or other matters may be reported to OSU’s Office of Environmental Health and Safety by calling 541-737-2273 or by filing a concern on the office website.

: COMMENCEMENT: RSVP to the 2023 Commencement Ceremony & Attend the Grad Fair

Dear Students,  

As you prepare for upcoming summer and fall term course registration, we wish to inform you of a change you will begin seeing related to some courses. A statewide legislative effort called Common Course Numbering brought together faculty from Oregon public universities and community colleges to align course content, course numbers and course credits that are most commonly transferred between Oregon public community colleges and four universities as students progress in their education.   

What 

Courses affected by this common course numbering will now have a “Z” following the course number, such as WR 121Z.  

Why 

The purpose of including the “Z” is to make it transparent that these courses are the same, regardless of the Oregon community college or university where the student took the course. As a result transfer of those course credits will be an identical transfer at all public institutions in Oregon.  

Which courses 

The following courses will be offered starting in summer 2023 at OSU and will include the letter “Z” to indicate their common course numbering: COMM 111Z, COMM 218Z, MTH 105Z, MTH 111Z, MTH 112Z, ST 243Z, WR 121Z, and WR 227Z.  

When will this course numbering be in effect 

Summer registration opens April 17 and will include these eight transfer-friendly courses. 

Important Notes 

Searching for these courses in the Schedule of Classes requires that you add a Z or an * to the search for one of these eight courses. The * serves as a ‘wildcard’ in the search functionality and will serve up results inclusive of any course with your search language. For example, you may search for WR121Z or WR121*.  

Both COMM 100Z and WR 122Z are part of the state of Oregon’s new common course numbering project but are not courses that OSU offers.

: Slight changes to course numbering for commonly transferred courses

We shared with you on March 23 that class registration will have a different look and navigation by April 17. Due to some additional system requirements, the new date for the registration update is May 10.    

Enhancements to the Change of Grading Basis (S/U) process will go live on April 18. 

Services Temporarily Unavailable:  

April 17: The Change of Grading Basis (S/U) process will be temporarily unavailable starting in the afternoon of April 17 until the morning of April 18 for the update.  

May 9: There will be some hours on May 9 when registration will be unavailable while the update is installed. We will send out alerts of this outage closer to the date.  

Here is what remains unchanged:
What: Class registration will have a different look, feel, and navigation experience.

: Registration Changes: New Launch Date

Financial Readiness & Success 

Dear Students,  

We write to share important changes and benefits for Fall 2023 as the university launches its Financial Readiness & Success initiative to provide even more transparency and earlier information to assist in your financial planning for your OSU education. This new program will:  

  • Support students anywhere within OSU to successfully complete a degree or credential at Oregon State while connecting you to resources to help manage costs. 
  • Provide clear, transparent information to students about the costs of college, payment deadlines and strategies to approach budgeting. 
  • Offer expanded support and educational resources surrounding financial literacy and well-being. 

What’s Changing 

Expanded Payment Plans 

  • Students will receive information earlier about the cost of each term. This information will seek to reduce confusion, add transparency about how much students will owe and support more effective budget strategies and planning for students. 
  • Expanded approaches to payment plans to grant students more time to pay their bills and receive assistance to get to a $0 balance owed to the university before the next term begins. 
  • New payment plans will become available in August 2023 for fall term.  

New Account Threshold 

  • The new account balance threshold allowed for students to register will decrease from $2,200 to $500 and be limited to current term charges. NOTE: If you are on an OSU payment plan and current on your payments, you won't be subject to a financial registration hold.   
  • OSU has staff to talk to those who might need assistance navigating this change. Additionally, resource guidance is available. Details are found below.  
  • This change will go into effect in November for Winter 2024 registration.  
  • The goal of this threshold and support program is to seek to prevent students from building up too much debt.  

Support 

  • In June 2023, the Center for Advancement of Financial Education (CAFE) is expanding staff and services. Students can meet one-on-one to discuss the costs of attending college, budgeting, and accessing resources on campus and beyond. 
  • The Office of Student Accounts will have additional support staff to help students navigate their payment options when they call, email, or come to the office with questions. 
  • Beginning in Fall 2023, students will have access to an online financial literacy education program. Support for new students will be integrated into pre-arrival new student communications, orientation programs and START.   

What you can do 

  • Whether you are enrolled on campus in Corvallis or Bend, or taking courses online through Ecampus, book an appointment with CAFE to discuss your educational costs and available resources.  
  • Connect with the Office of Financial Aid to learn about your aid options.  
  • Check out the Basic Needs Center on the Corvallis campus or contact the OSU-Cascades student wellness coordinator, and talk with student Peer Navigators about strategies for living on a budget. You can also learn about campus and community resources that many students use to thrive at OSU.   
  • Keep track of important registration and payment dates.  
  • Work on a plan, using resources listed above, to prepare for a new account threshold in November and expanded payment plans available beginning in August.

I write to inform you that our fourth Chancellor and Dean finalist, scheduled to interview on Apr. 3-4, has withdrawn from the search. She had to withdraw for personal reasons she has only just learned about and regrets she cannot pursue this opportunity. We are equally disappointed that she will not be able to interview.

Thank you for your active involvement in the Bloomer, Ketsdever, and Williams interviews. I know that adding the interviews to your finals week schedules has been a challenge. I appreciate your time and efforts.

: [Cascades] Chancellor and Dean search update

Dear OSU Community Members,

Effective June 16, 2023, Oregon State University will no longer require proof of COVD-19 vaccination. Until then, OSU will continue to require all employees and students who work, learn, or engage with others in-person to show proof of their primary series of vaccination.

This decision is informed by consultation with local public health authorities and reflects an updated assessment of the merits of a requirement versus voluntary compliance under present pandemic conditions and vaccination protocols.

We have come a long way since the outset of the pandemic in 2020. OSU’s vaccination requirement helped the university community obtain a high degree of immunity and was a critical component of Oregon State’s public health response during the pandemic. I thank each of you for contributing to shared community health and wellness.

Starting April 3 and in accordance with Oregon Health Authority guidance, employees, patients and visitors within campus healthcare settings will no longer be required to wear masks. Student Health Services and Counseling and Psychological Services on the Corvallis campus will continue to have masks available for anyone not feeling well or for those who feel more comfortable wearing a mask.

We recognize that COVID-19, as well as other respiratory illnesses remain present in the university and broader community. As always, please stay home if you are not feeling well. We encourage you to stay up-to-date on your own flu and COVID-19 vaccines, and if you test positive for COVID-19 and are an employee (including student employees), remember that OSHA continues to require you to inform your supervisor of an infection. Guidance for both employee and supervisor is found on the Beaver Healthy website. As always, we will continue to monitor public health conditions and adjust as necessary.

We hope your winter term is wrapping up smoothly and that you are continuing to have a successful academic year at Oregon State University. We are writing to share a reminder of religious holidays that may be observed by members of the university community, and to affirm the university’s commitment to providing support for students, as well as faculty and staff, whose observance of their religious beliefs may have an impact on classes, schedules and dietary needs. 

We request that faculty work with all undergraduate and graduate students, regardless of learning modality, as outlined in OSU’s Religious Accommodation of Students Policy. It is incumbent on the student making the request to notify their faculty member or supervisor as soon as possible prior to the need for accommodation, although we recognize that holidays closely aligned with the start of a term may make that difficult. Students should work directly with their faculty member on these requests, and we ask that faculty provide reasonable accommodations to allow for the completion of any missed course deliverables. Faculty and staff are able to approve requests for religious accommodations without consultation, but if they deny a request they must first contact the Office of Equal Opportunity and Access.

Corvallis Campus Resources

Quiet Spaces:

Quiet spaces are offered on the third floor of the Student Experience Center (hours of operation are Monday-Friday, 8 a.m. to 8 p.m.) and in the International Living Learning Center (ILLC) Multi-Faith Room, located on the fourth floor. Foot-washing stations are located in the restrooms on the fourth floor of the ILLC. Residence Hall lounges are available to serve as quiet spaces for on-campus residents as well.  No reservations are required and these spaces are available on a first-come, first-served basis.

Dining and Food Options:

Any residential student in Corvallis practicing a faith-based diet, and who needs to develop a plan that will meet dietary needs for upcoming holidays and beyond; who has suggestions about specific foods that could be added to campus convenience stores and dining centers; or who needs to discuss access to space for meal preparations, etc., should visit the housing portal and fill out a dietary needs request for assistance.

Food in all UHDS dining centers is labeled for dietary preferences and allergen needs. UHDS carries many Halal-Friendly and Kosher-certified packaged goods, as well as a variety of whole foods (fruits, vegetables, dairy and grains) at Cascadia Market in the International Living Learning Center building. Dr. Sherm Bloomer, OSU Associate Vice President for Budget and Resource Planning, will interview on March 20 (Bend) and 21 (Corvallis).

Dr. Andrew Ketsdever, Interim Vice President for OSU-Cascades, will interview on March 21 (Bend) and 22 (Corvallis).

Information regarding the other two finalists will be added 48 hours before their interviews. Candidate C will interview on March 23 (Bend) and 24 (Corvallis). Candidate D will interview on April 3 (Bend) and 4 (Corvallis).

ASOSU is recruiting for motivated and invested students to apply to be the next student trustee on OSU’s Board of Trustees! The student trustee holds a seat and votes within the university’s highest governing body. Every two years, the ASOSU President is tasked with searching for students to submit to the Oregon Governor’s Office for recommendation. The student trustee holds their seat on a voluntary basis from July 1, 2023 - July 1, 2025, and they will work closely with other members of the Board of Trustees.
