From: Office of the Interim Vice President

Dear OSU-Cascades Campus Community Members,

On Monday, we will honor the work, leadership and sacrifice of Dr. Martin Luther King Jr., an extraordinary American whose legacy as a civil rights leader, social activist and Nobel Peace Prize recipient serves as an inspiration for us all.

Dr. King dreamed of a nation in which every person would be equal and devoted his life to advancing equality, social justice and economic opportunity for all. Throughout Oregon State University and at OSU-Cascades, students, faculty and staff will commemorate and recommit to Dr. King’s dream and respond to his question of us: “What are you doing for others?”

His question is as urgent today as it was more than 60 years ago. The work of Dr. King, and of so many who have dedicated their lives to advancing and achieving social justice and equity, is not yet complete.

I encourage us each to take time on Monday, and every day, to refocus our life’s purpose, as well as our words and actions, so that they contribute to creating a better community and a better world.

Please join fellow students and colleagues in these activities:

7th Annual Martin Luther King Jr. Day of Service - Jan. 16
Organized by the Student Life Events Council, the Day of Service is held in partnership with Connect Central Oregon and United Way of Central Oregon. It provides participants with opportunities to volunteer and serve in the community. Learn more at OSUcascades/mlkday.

2023 Dr. Martin Luther King, Jr. Commemoration Keynote Address by Jelani Cobb - Feb. 1

Jelani Cobb is a staff writer at The New Yorker, writing on race, history, justice, politics, and democracy, as well as Columbia University’s Ira A. Lipman Professor of Journalism and next dean of Columbia Journalism School. He recently co-edited The Matter of Black Lives, a collection of The New Yorker’s most ground-breaking writing on Black history and culture in America. Learn more at beav.es/5zS.

While our campus will be closed on Monday, our hearts and minds will be open to pursuing the dream that Dr. King fought fearlessly for: That “this nation will rise up and live out the true meaning of its creed: We hold these truths to be self-evident, that all men are created equal.”

With thanks for all you each do to honor the legacy of Dr. Martin Luther King Jr.

Be well. Andrew Ketsdever

From: University Information and Technology

Oregon State University Community Members,

We write to inform you that McGraw Hill, an online education platform that some OSU students choose to utilize, has reportedly had a data security incident and it is possible that confidential student data may have been made public as a result. In the reports, student names, e-mail addresses and grades were involved. Because the university does not contract with McGraw Hill for online educational platforms used by students, we are unable to verify at this time if any OSU students are affected by this incident.

As a precaution, we urge all students to be extra vigilant in the coming weeks as you may see an increase in spam and phishing emails. If you receive any suspicious messages or notice any unusual activity, please report it immediately to the Office of Informational Security.

You can find more information on how to protect your personal data and what steps to take if you are concerned about identity theft at the following resources:

From: Finance and Operations

Oregon State University’s Corvallis campus operations will be limited Thursday and Friday, Dec. 22 and 23, 2022, due to forecasted sub-freezing temperatures and snowfall and anticipated travel challenges that may impact safety. During this time, many university services will be provided remotely.

Supervisors should communicate schedule expectations with employees related to remote work or if any employees are required to work onsite. For work that must be completed onsite, we ask that each employee evaluate their risk of traveling to campus, and seek to utilize alternative modes of transportation to commute to campus. Or engage in other commute strategies, such as a late start or early departure from work.

We also recommend that individual colleges, divisions, units, centers, research facilities and offices communicate directly with their employees and students, and utilize their websites to provide details about their respective hours of operations and services during these two days.

Future weather-related updates on OSU operations in Corvallis will be shared on the university website, by calling 541-737-8000, and through notifications via social media, the news media and through Twitter and Facebook.

Sincerely,

Mike Green, Vice President, Finance and Operations

Dear Student,

Senate Bill 564 directs public universities to annually collect, update, report, and retain student-submitted information that will allow colleges, universities, and the state—as a whole—to measure and address disparities in postsecondary educational outcomes associated with student parents.

The survey should take no more than one minute to complete.

While the survey was previously anonymous we know that students who are parents or guardians may appreciate and benefit from campus services and support so we have updated the survey to allow for name collection. If you have already completed the survey, but are a parent or guardian who would like to be connected to services, you can retake the survey now and our support offices will receive your contact information.

The survey will remain open until 5:00 p.m., Saturday, December 31. We ask that you take a moment to complete this short survey regarding students who are parents.

We greatly appreciate your time and assistance in collecting this information to better serve students.

Sincerely, Office of the Registrar

: [OSU-Cascades] Invitation: student listening session, Nov. 30, 4pm

From: ASOSU Student Government

Dear OSU Corvallis Students,

We are heartbroken and angered to hear about the tragedy in Colorado Springs Saturday night, Nov. 19, where five people were murdered and 25 others injured in a senseless act of hate. Our hearts are with the families of the five precious lives taken and the countless other individuals who have been affected by this act of violence. We would like to take a moment to honor the lives of Kelly Loving, Ashley Paugh, Raymond Green Vance, Derrick Rump, and Daniel Aston. We want to acknowledge the strength and resilience of the survivors and civilians who put themselves in harm's way to put an end to the violent attack Saturday night. It is a solemn reminder that, in the absence of adequate response and protection by authorities in power, we are the ones who protect each other.

Every person deserves the right to feel safe and protected in their communities. This recent act of terror is, unfortunately, not an outlier. Acts of hate against LGBTQ+ community have only increased in recent years, as hate and fear-mongering of these groups become more widespread. This shooting comes during Transgender Awareness Week and just at the start of the Transgender Day of Remembrance when events worldwide are held to mourn and remember the many transgender people lost to violence. We condemn all hateful rhetoric and discriminatory policies, and we call upon all OSU students and community members to stand with our LGBTQ+ neighbors and against those who seek to oppress them.

It is moments like these that remind us we have become comfortable with a system that cares so little about the lives and safety of queer individuals. Let us be reminded that “thoughts and prayers” will not create change. Your voice has power and your actions hold meaning. We ask that you do not simply stand by as our community is attacked on a regular basis and put a stop to the hate created by others.
If you witness or hear about any acts of hate in our community, please report them to the appropriate people/departments. The OSU Bias Incident Response Hotline is a resource staffed by providers with expertise in bias 24 hours a day and can be reached at 541-737-1731. Reports and questions can also be directed to OSU’s Office of Equal Opportunity and Access

We would also like to encourage you all now more than ever to find safety and care in our community. We have multiple systems of support such as CAPS and The Pride Center which are excellent places to visit if you need assistance. We must protect each other. Solidarity forever.

: [OSU-Cascades] Listening sessions: Search for Chancellor and Dean, OSU-Cascades

Dear Colleagues,

OSU’s librarians, together with colleagues from the University of Oregon and Portland State University, have been working for several months to negotiate their respective contracts with Elsevier, one of the world’s most profitable scholarly information providers. I’m writing to provide an update on the status of those negotiations.

Upon the recommendation of the negotiations team, OSU is suspending negotiations for the remainder of this year. This means that as of January 1, 2023, OSU will no longer have immediate subscription access to Elsevier journals. We will take this action for the reasons outlined below. My provost and executive vice president colleagues at UO and PSU have each indicated they are taking similar action and will no longer have immediate subscription access to Elsevier journals at the new year for similar reasons.

The cost of access to Elsevier’s journals package is the OSU Libraries’ single largest annual expenditure, representing almost 22 percent of the annual collections budget. Prices increase significantly every year for reasons that are unclear given general inflationary trends and shifts in publishing practices, including the increasing prevalence of open scholarship. The pace of such price increases is the natural consequence of a business model that restricts access to research, reinforces inequities in scholarly publishing, and undermines the mission of public research universities to create, share and apply knowledge for the betterment of humankind.

Recognizing these realities, I asked a group of faculty members to engage the OSU community in discussions about sustainable access to scholarly communication. This group produced OSU’s Principles Guiding Negotiations with Journal Vendors at Oregon State University. In May of 2022, the OSU Faculty Senate overwhelmingly approved a resolution endorsing these principles and affirming the faculty’s “commitment to ensuring sustainable and affordable access to scholarly communication.”

Guided by these principles, our librarians have worked with their colleagues on the negotiation team to encourage Elsevier to accept terms and conditions that would lay the groundwork for a more sustainable future. Such terms and conditions include:

  • Transparent and fair product pricing that appropriately reflects an ongoing shift to open publishing and data sharing.
  • Respect for the rights of authors to retain reasonable rights to share and preserve their own published works, including support for the immediate deposit of accepted manuscripts into appropriate institutional or disciplinary repositories.

To date, Elsevier’s counterproposals have not come close to addressing these reasonable provisions. The company has been slow to respond to requests for information and has repeatedly postponed and rescheduled negotiation sessions. In the face of these realities, OSU finds that further negotiations this year will not be productive and will pause negotiations for the rest of this year.

What does this mean for OSU students and employees?

  • Our current contract with Elsevier will end on December 31, 2022. At that time, and until any new agreement is reached, OSU will no longer have immediate, subscription access to Elsevier journals.
  • OSU librarians will immediately deploy new tools to facilitate OSU faculty and students’ ability to access Elsevier content at the article level. Some of these measures will strengthen the library’s already outstanding Interlibrary Loan service, and others will allow the library to purchase articles directly.
  • OSU librarians will continue to develop tools to help OSU researchers discover and access open access content, which for some Elsevier journals includes more than 70% of newly published content.
  • OSU researchers may still publish their work in Elsevier journals or review content in Elsevier journals; these activities are unaffected.
  • Our librarians will monitor the impact of this action and provide periodic updates to OSU community.

The OSU Libraries will be sending an additional communication sharing options for accessing Elsevier content, links to more information, and opportunities for you to offer input and advice.

Sincerely, Edward Feser, Provost and Executive Vice President

Dear OSU Community Members,

Please join me Friday, Nov. 11, in celebrating Veterans Day and by recognizing the many contributions of our nation’s veterans and the continuing service of U.S. active duty military personnel across the world.

Veterans and active duty personnel are valued members of the university community, attending school and working as faculty and staff and as volunteers in numerous OSU programs.

This fall, 1,614 veterans are enrolled within Oregon State, making up 4.6% of the university’s overall enrollment on our campuses and within Ecampus. Another 209 students are involved in the university’s Reserve Officer Training Corps programs in Corvallis.

Oregon State also is designated as a military-friendly institution based upon its commitment to providing for student success and meaningful opportunities for members of the military community. In collaboration with the federal government, OSU offers financial assistance and supports active duty personnel and veterans with flexible course scheduling to support their educational success. In addition, programs on our Corvallis  and Bend campuses offer support resources to assist veterans with their transition from military life to student life and career.

This week, OSU has acknowledged veterans and active duty personnel on the Corvallis campus with open houses, resource fairs, cultural engagement activities and other gatherings within the Veteran Resource Center in Snell Hall. At noon today, OSU-Cascades will hold an appreciation luncheon for all students, faculty and staff who are veterans. On Saturday, OSU Athletics will share appreciation of veterans as the Beavers football team plays the University of California Bears at 6 p.m. in Reser Stadium. As well, the OSU Foundation is raising funds to assist veterans and students connected with the military in their transition to university life.

I hope you will join me Friday in reflecting on the service, sacrifice and many contributions of our country’s veterans and active duty personnel.

Sincerely, Jayathi Y. Murthy, President

: Share appreciation of veterans, military personnel on Veterans Day

From: The Office of the Interim Vice President

Dear OSU-Cascades community members,

On Friday, we will join fellow Oregon State University students and colleagues by honoring veterans for their service to our country. As a campus community, we especially recognize veterans who are fellow students, faculty and staff. Their contributions, and the sacrifices of their families, deserve our sincerest gratitude.

Within our campus community are 74 student veterans, many of whom are transitioning from active duty to civilian life. I’m incredibly proud of these students.

Today, we will host and recognize student, faculty and staff veterans at a special luncheon.

I encourage you to take a few moments before the end of the month to visit the Veterans Day 2022 page and click on the Thank-a-Veteran link. There you can submit a message of appreciation and support or share a meaningful story with veterans we study with and work alongside.  These messages will show the gratitude, warmth and solidarity within the campus community for fellow students, faculty and staff who have served our country.

I also invite you to watch a powerful presentation moderated last week by student veteran leader Diego Vargas to help mark Veterans Day. “Project Recover | To What Remains,” featured a conversation with Diego and OSU alum and Bend resident, Derek Abbey, president and CEO of Project Recover. The two shared clips from “To What Remains," a documentary film focusing on the ongoing work by Project Recover to locate more than 80,000 Americans still missing in action from past conflicts that took place across the world.

Veterans, we are indebted to you for your service today and every day.

Sincerely, Andrew Ketsdever, Interim Vice President

FROM: Office of the Chief Operations Officer

Dear OSU-Cascades Community Members,

Please take a few moments to review how OSU-Cascades will notify students and employees if it becomes necessary to close, delay opening or curtail campus operations due to hazardous weather this winter. The information will be distributed or posted no later than 6 a.m. and earlier, when possible.

In the event of campus closure, delayed opening or curtailment at OSU-Cascades:

  • Some classes may move to remote delivery via Zoom. Students should check their class Canvas site and/or look for an email message from the instructor to learn whether each class will be offered remotely or cancelled.
  • Students who do not live on campus should not remain on campus or come to campus when a closure or curtailment is announced.
  • Dining operations will normally remain open to support students living in the residence hall.
  • Campus parking lots or sections of lots may be temporarily closed to contribute to safety and facilitate efficient snow removal. Please assist the snow removal effort by complying with lot closures and requests to move vehicles.
  • Street parking on Chandler Avenue is restricted when the City of Bend declares a snow emergency. City declarations are independent of OSU-Cascades closure decisions. The campus may in some cases remain open or reopen during a snow emergency declared by the city.

OSU-Cascades uses the following communication channels to announce a campus closure, delayed opening or curtailment:

  1. Emergency Status page and Home page - The official time of the campus closure, delayed opening or curtailment will be posted on the Emergency Status web page and updated as necessary.  Announcements will also be noted in an alert bar on the OSU-Cascades home page.
  1. OSU Alert - receive email, text and/or phone messages with details of the closure or curtailment. If you haven’t yet signed up, please do so now.
  1. Recorded phone message - OSU-Cascades’ main phone line (541-322-3100) will have a recorded announcement.
  1. Social Media - Facebook, Instagram and Twitter.
  1. Local News Media - OSU-Cascades will provide information on closures, delayed openings and curtailment of operations to local media.

This information can also be found on our Weather Delays and Closures page.

During inclement weather or hazardous conditions, I encourage all students, faculty and staff to utilize this information and always carefully consider their personal safety and local conditions when making decisions about their commute to campus or movement on campus. Please be safe this winter.

Sincerely,

Steve Pitman, Interim Chief Operations Officer

Dear OSU Students,

We have observed a dramatic increase over the last 48 hours in phishing attacks targeting the OSU community. These attacks are using common tactics to gather login information and compromise the accounts of students, employees and other OSU community members. Please take note of such efforts and protect your security and the security of others. Here are a few tips for spotting and dealing with these phishing attempts:

·       If you see something, say something. If you notice an email that seems like it may be a phishing attempt (contains spelling errors, is poorly written, etc.), report it to OSU’s Office of Information Security immediately by reporting the message to [email protected]

·       Don’t send money if asked or spend money if requested if you don’t know where it’s going. OSU instructors and employees will never ask you to buy gift cards or send money to other students.

·       Beware of job scams. Scammers often send fake job opportunities to swindle students out of money. These scammers often pose as professors or job recruiters from private employers or companies and offer large sums of money. Learn more about recognizing these scams on the Office of Information Security website

·       Look closely at links and URLs provided within emails. Hover your cursor over links in an email to show the URL destination – if you don’t recognize the URL or if it appears suspicious, report the message.

·       Watch out for fake login pages. If you are taken to a page that prompts you for your OSU Login credentials, look at the URL in your browser to ensure it appears legitimate.

·       Don’t download attachments from strangers. Don’t download or open attachments from email senders that you don’t recognize, even if they are from an OSU email address.

·       Don’t fall for attempts at false urgency. If an email is asking you to take urgent action, it is often an attempt to get you to click on a malicious link.

Dear Oregon State community members:

The Office of Institutional Diversity is honored to host the 41st annual Dr. Martin Luther King, Jr. Commemoration.

The 2023 event marks an important change in the event’s name, from a celebration to a commemoration. The King Center, the organization founded by Coretta Scott King to carry forward Dr. King’s philosophy of non-violent social change, has requested that observances of Dr. Martin Luther King, Jr. Day be framed as commemorations, rather than celebrations, to recognize the ongoing struggle for civil rights.

To honor this request, OSU's event will now be known as the Dr. Martin Luther King, Jr. Commemoration.

This year’s Dr. Martin Luther King, Jr. Day, Commemoration event includes the Dr. Martin Luther King, Jr. Day of Service on Jan. 14, 2023, the Peace Breakfast and March on Jan. 16, a week of educational programming exploring Dr. King’s ongoing legacy and the Commemoration keynote on Feb. 1.

Journalist Jelani Cobb is this year’s keynote speaker

Jelani Cobb will serve as this year’s Commemoration keynote speaker. Cobb is a staff writer at The New Yorker, writing on race, history, justice, politics and democracy, as well as Columbia University's Ira A. Lipman Professor of Journalism and Dean of Columbia Journalism School.

Cobb recently co-edited “The Matter of Black Lives,” a collection of The New Yorker's most ground-breaking writing on Black history and culture in America, featuring the work of legendary writers like James Baldwin and Toni Morrison.

Cobb’s keynote address will be delivered on Feb. 1 at 7 p.m. in the La Sells Stewart Center on the Corvallis campus and streamed online. Registration is free and required by Jan. 27.

Please note the shift in this year’s keynote to Feb. 1., which also marks the beginning of Black History Month.

Accommodation requests related to a disability for the keynote event should be made by Jan. 25 to University Events at 541-737-4717 or [email protected]. Sign language interpreting and live captioning will be provided.

Organize a Commemoration event by Dec. 21

Events in the past have included art shows, spoken word performances, interfaith celebrations, workshops, dialogues, lectures, panels and marches—just to name a few.

Colleges, departments, units, offices, organizations and individuals breathe life into the Commemoration by organizing events throughout the week. Oregon State community members are encouraged to work together to plan and host events. Event assistance may be available through the Office of Institutional Diversity; please contact us at [email protected].

Corvallis Beavers:

With Halloween approaching, we are reaching out to provide some helpful information for your awareness. If you choose to celebrate the holiday, please do so in a responsible, safe, respectful and healthy way. We hope you will look out for one another and know what resources are available to help you have a Halloween full of treats instead of tricks.

While we know there will be events happening off-campus, we want to ensure that you are aware of free Halloween activities being held across the Corvallis campus as well. Regardless of what activities you engage in, our goal is to provide you with tips that will help you celebrate Halloween weekend in a fun way  and contribute to your safety and the safety of your peers. Please keep in mind that as members of our Beaver community, we each play a role in fostering an environment that is safe and free of sexual assault and other forms of violence. To learn more about OSU’s Halloween activities and find resources on how to be safe and get support, visit experience.oregonstate.edu/halloween

As an Oregon State University student, you are responsible for your behavior on and off campus. Please make sure you are familiar with the OSU Code of Student Conduct to avoid any potential university sanctions. We also expect students to comply with local, state, and federal laws.

We recognize that Halloween creates opportunities for students to have fun; yet, our actions and behavior should remain consistent with our community’s values. Let’s look out for each other’s well-being, respect one another, avoid cultural appropriation, act when we see something wrong, and know when to call for help.

We hope that each member of the OSU community will have a memorable and safe Halloween.

Go Beavs!
