Dear OSU Community,

I write to express my appreciation of you and gratitude for your many contributions to Oregon State University, a community that each day advances the lives and futures of others throughout our state, nation and world.

I also share my thanks for you warmly welcoming Shenette and me to Oregon and Beaver Nation.

It has never been more important as it is now for us to be a community of care – a community committed to welcoming and assisting others. And a community resolved to continued personal and public health measures that protect not only ourselves, but those we care for and love as well as those we engage with or pass by in everyday activities.

Across America, public health experts and elected leaders have asked us to remain at home. And if we do celebrate this Thanksgiving with others, to do so with no more than six people from no more than two families. I support such measures and ask you to join me in observing such limitations this year. We must do so for a far better future.

As we approach winter and the 10th month of having to dramatically adjust our lives to this pandemic, it is more important than ever to take the prescribed health measures to heart for the safety of ourselves and everyone around us. While we may not gather with some of our closest family and friends, our greatest sharing of gratitude this Thanksgiving can be expressed by connecting virtually, remaining physically distant and finding new ways of demonstrating heartfelt thanks in voice and action. And by taking a moment to make a difference for others around us who may be in need.

We know that many OSU students are not traveling this week to visit family or friends. In response, several Corvallis restaurants, OSU colleges and university departments are collaborating to provide private donations to enable these students to enjoy a free Thanksgiving meal. So far, more than $5,000 has been raised, which means that more than 450 students can safely be served a holiday meal to go.

This GoFundMe effort collaborates with the It’s On Us Corvallis program that community members launched last spring to help support local restaurants that are being greatly challenged during the pandemic.

At OSU-Cascades, students may request online a customized box from the campus food pantry thanks to the efforts of the Associated Students of Cascades Campus.

As you reflect upon being grateful, I also encourage everyone to take time over Thanksgiving and during the winter holidays to enjoy some well-deserved days off from work, teaching, research, service to others and study. Rest and relax, please. I assure you, we will persist as a university community. And together, we will enjoy a healthier, safer and more successful 2021.

I wish you all peace, good health and a sense of security and warmth this Thanksgiving.

With gratitude,

F. King Alexander
President

: TRACE OSU TESTING LOCATION UPDATE

Dear OSU Community Members,

I write to remind you that each of us have a personal and shared responsibility to contribute to an Oregon State University community free of sexual misconduct and harassment.

Within OSU, almost all employees are considered “responsible employees” and must immediately report any allegation of sexual misconduct or discrimination to the Office of Equal Opportunity and Access (EOA) when they become aware of an incident – or if they have reason to believe an incident has occurred.

This is not a request, it is your responsibility and mine, and aligns with federal and state law, and is fully driven by Oregon State University’s values.

As your president – and as a parent of three daughters – I am committed to policies and efforts that prohibit and seek to end sexual misconduct, violence, harassment and discrimination. I assure you that if you bring reports of sexual misconduct or harassment to the university’s attention by contacting EOA, the report will be taken seriously and looked into regardless of whether the accused is an OSU faculty member, administrative leader, staff member, student, student-athlete, stakeholder or any other member of our university community. Responsible employees should not attempt to investigate an alleged incident themselves. Instead, they are to simply refer all information to EOA.

I also write to share that I am presently engaged in personal communications with federal leaders and members of President-elect Biden’s transition team to help address needs in higher education, including rolling back changes in U.S. Department of Education Title IX regulations that went into effect in August and create problematic barriers for reporting. In doing so, I support and advance fair, full and impartial investigations, due process and support for those involved in reports of sexual misconduct.

Oregon State University has a long history of addressing sexual misconduct and providing support resources and going forward, this university will advance such efforts.

Earlier this year, OSU expanded efforts regarding how the university investigates and responds to reports of sexual misconduct and discrimination involving employees by establishing a new investigation and resolution process. This process enhances the university’s commitment and efforts to foster an equitable and inclusive campus environment free of sexual violence, harassment and discrimination while addressing complaints that allege violation of OSU’s Sexual Misconduct and Discrimination policy. For more information about OSU’s policies, support services and how to report complaints, please do not hesitate to contact the OSU Office of Equal Opportunity and Access, by calling 541-737-3556, or by writing [email protected]. In the case of an emergency or if immediate help is ever needed, please call 911.

Meanwhile, I also encourage all those who would like to first speak to someone confidentially to seek assistance and resources from OSU’s Survivor Advocacy and Resource Center – a confidential resource available to all students and employees. Other confidential university resources include Counseling and Psychological Services (CAPS), medical professionals in Student Health Services and the university Ombuds Office. Counseling and other resources at OSU-Cascades are available by calling (541) 322-3162 and can be found on the OSU-Cascades website.

Join me in committing to advance OSU’s culture and commitment to contribute to a university community free of sexual misconduct and harassment. Your commitment and efforts are essential to this effort and are very much appreciated.

Sincerely,

F. King Alexander

President

Dear OSU students,

As we approach the Thanksgiving holiday, we ask you to please observe the following:

Comply with Gov. Kate Brown’s Two-Week Statewide Freeze order. Following the Governor’s Nov. 13 announcement of new public health requirements, the Oregonian newspaper reported that Oregon State Police will work with local law enforcement to enforce the Governor’s orders that include restricting gatherings to six people from no more than two households. You are expected to follow all other requirements set forth in the Governor’s freeze order and to follow OSU’s Physical Distancing Policy, both to keep yourself and your loved ones well, and to avoid student conduct action.

Get tested. All students who live in the Corvallis, Bend and Newport areas are invited to be tested through TRACE OSU through Thursday, Nov. 19. To ensure you get tested, please don’t delay until the end of the day on Thursday! Testing is an added precaution that will help you make good decisions on how to celebrate the holidays with family and friends. Remember, a negative test result does not confirm you do not have the virus and are not infectious, so continue to observe personal and public health measures and monitor your own wellness.

If you become infected or are exposed to a person who is confirmed to be infected, you must isolate or quarantine before traveling. Visit the Oregon Health Authority’s website for information on isolation and quarantine.

If you have not already received a flu shot, please do so. OSU Corvallis students can obtain a flu shot at Student Health Services. Call 541-737-9355 to schedule an appointment. Students at OSU-Cascades can seek a flu shot through their own provider or by contacting [email protected] for more information.

Plan carefully and limit your holiday travel. To limit exposing yourself and others to the virus that causes COVID-19, please limit your travel between communities. Also, be aware that the states of Oregon, California and Washington have issued travel advisories, recommending 14-day quarantines when engaging in interstate and international travel and asking residents to remain local and not travel across borders. Additionally, the Oregon Health Authority (OHA) is encouraging college students, where possible and practical, to remain in the communities where they are currently living. If you have tested negative for COVID-19 and plan to travel home or visit another location during the Thanksgiving holiday, we ask that you consider remaining there for the remainder of the term and through winter break, if possible. On-campus housing and dining services in both Corvallis and Bend will remain available for students who choose to live on campus.

Remember OSU in Corvallis is operating as fully remote for the remainder of fall term. Face-to-face teaching on the Corvallis campus will end on Wednesday, Nov. 25, 2020. Week 10 classes and fall term final exams and activities will be delivered remotely. You are not required to return to OSU’s Corvallis campus after the Thanksgiving break for the remainder of fall term.

Students at OSU-Cascades will continue to have the option to take classes remotely throughout fall term. Students should check their courses in Canvas for any updates regarding delivery modality.

Sign up for the Oregon Exposure Notification Pilot. Please help OSU deploy new technology to alert OSU community members when they have been exposed to someone who has been confirmed to have COVID-19. If you receive an exposure notification, you will have the opportunity to receive a COVID-19 test through TRACE-OSU. The system is built with privacy as a primary consideration and does not collect personal or location information. Details about the technology, the pilot and how to participate are available at https://beav.es/enx. Be COVID smart. Your phone can play a part.

Office of the Provost and Executive Vice President

November 13, 2020

Dear OSU Students,

Earlier today, Gov. Kate Brown announced a statewide two-week freeze to address the rapid spread of COVID-19.  New measures announced by the Governor to take effect beginning Wednesday, Nov. 18, will impact Oregon State University operations.

The virus that causes COVID-19 is spreading quickly in our state and our immediate attention is required. The Governor’s measures include limiting social gatherings, working from home to the greatest extent possible, and the closure of some facilities. As of this notice, Oregon State University in both Corvallis and Bend is now operating at the University’s Operations Level 3.

Beginning Wednesday, Nov. 18, 2020, the following will be in effect at all OSU locations:

  1. OSU’s Physical Distancing policy will limit university gatherings and social get-togethers and non-university gatherings on university sites to 6 or fewer people, from no more than 2 households – indoors and outdoors. OSU students will be required to restrict all social get-togethers to 6 or fewer people from no more than 2 households. This policy applies anywhere in the state of Oregon, regardless of whether the get-togethers are related to university business or property.
  2. The Memorial Union and OSU-Cascades Obsidian Hall will remain open to provide study spaces, however no events will be allowed.
  3. Dixon Recreation Center, the OSU Tennis Pavilion, and the OSU-Cascades fitness center will be closed for the duration of the two-week freeze. Student Legacy Park will remain open, with existing requirements for users wearing face coverings and engaging in activities with groups no larger than 6 people.
  4. OSU forests remain open with face coverings required when physical distancing cannot be met.
  5. Current OSU-sponsored travel restrictions and guidelines for exceptions remain in effect. OSU is strongly discouraging all travel, including personal travel.
  6. Testing through TRACE OSU will continue to be conducted as scheduled and all OSU students located in Corvallis, Bend and Newport will be invited to be tested. Please take advantage of this opportunity, particularly if you plan to travel to another location for the Thanksgiving holiday.
  7. OSU childcare operations remain open.
  8. OSU Athletics programs are permitted to continue under existing Division 1 NCAA and state of Oregon guidance.

OSU students, let’s continue do our part to slow the spread of this virus.

While this statewide freeze and university operational adjustments do not go into effect until Nov. 18, 2020, we strongly encourage you to immediately curtail all non-essential activities, stay home as much as possible, and practice maximum social distancing.

As you consider your plans for the upcoming Thanksgiving holiday, if you travel, we ask that you remain in the location that you are traveling to, until the start of Winter term. More guidance on traveling, preparing for the last two weeks of fall term, and guidance for your winter term return will be provided in the coming week.

OSU Community Members,

Oregon State University is collaborating with the Oregon Health Authority (OHA) to conduct a pilot test of OHA’s Oregon Exposure Notifications, a smartphone-based system developed by Google and Apple that sends users an alert if, based on Bluetooth connections to other devices, they have potentially been in close contact with someone testing positive for COVID-19.

This OHA tool is intended to provide a much-needed technological aid for the effective containment of the virus. When you join this OHA pilot, exclusive to OSU community members, you will be taking action to help protect yourself, your friends, your family and your community. You also will be an important early adopter of a tool that we hope will make a positive impact on addressing the coronavirus pandemic throughout Oregon and beyond.

Quick facts about Oregon Exposure Notifications:

  • The technology has been created with privacy as a primary consideration. The tool does not collect or store personal information or location information.
  • If you opt in to Oregon Exposure Notifications, you will receive an anonymous alert notice if you have been in close contact with someone confirmed to have tested positive for COVID-19.
  • If you receive an exposure notification, you can get a free COVID-19 test at OSU in Corvallis, Bend or Newport to help understand your risk.
  • If you test positive for COVID-19 yourself, you will have the option to anonymously notify other users of the notification system, who have been in close contact with you, that they may have been exposed to COVID-19.

Collectively, we have the power to help slow the spread of COVID-19 by joining this effort. Your participation is critical to our shared efforts to reduce the spread of COVID-19. Please opt in and help protect our community.

11 November 2020

Dear OSU Students,

Over the past week, we have engaged in conversation with students regarding the effects that the pandemic, remote learning, and stresses associated with current events are causing. In recognition of these challenges, the university is making two important changes to support flexibility for you in the final weeks of fall term.

The deadline to withdraw from an individual course during fall term is now Dec. 1, 2020.

The deadline to change your grading basis between A/F and S/U also is now Dec. 1, 2020.

Because there are possible implications associated with withdrawing from courses or changing your grading basis for your academic progression and future study options, I strongly advise you to consult with your academic advisor before making any decisions about using the S/U option or withdrawing from a course.

The university intends to extend these deadlines during winter term as well, and we will announce those changes at the start of winter term.

I wish you all academic success during the remainder of fall term.

Sincerely,

: Important notices from the Office of the Registrar

OSU Community Members,

After days of uncertainty following Tuesday’s Presidential election, the nation – and each of us as educators, students and community members – must move forward to achieve a better future now that the outcome of voting has been projected.

I ask that each of us contribute to a vitally needed era of care, courtesy, collaboration, listening and understanding, regardless of who you favored for president or any other office.

The knowledge, skills and collective ability of OSU faculty, staff, students and stakeholders are needed now more than ever before to address a world facing daunting global challenges.

The virus that causes COVID-19 is surging and putting each of us at risk. We must eradicate racism and provide equity, safety, opportunity and inclusion for all people of color. We must welcome and appreciate the value that international students and faculty bring to America and OSU – a university that is committed to global engagement and progress. We must halt and begin to reverse worsening climate change. The U.S. economy must no longer leave behind growing numbers of people economically and educationally. Educational opportunity and success must be provided to all learners without a lifetime of stifling debt upon graduation. Our nation must regain its place as a global contributor and partner while closing the crippling divides that separate rural and urban residents, communities and economies. And society must welcome and support all people – regardless of race, social class, disability, gender, sexual orientation or nation of origin.

The road ahead will be hard. But a better future is possible if we act as a united nation and remember that Tuesday’s election was decided not by political parties, but by more than 140 million voters participating in a free and democratic election.

Before us lies a future of possibility and hope.

Oregon State University will be pivotal in this future. To achieve it, we must build alliances. Our faculty, staff, students, stakeholders and alumni can – and must – collaborate across all points of view and recognize that as Oregon’s land grant university, the challenges ahead are OSU’s challenges and responsibilities.

I am optimistic that our nation’s leaders will move to address important issues, such as investing in educational opportunity; assuring support for DACA students and their families; and removing recent visa restrictions on international students. I see opportunity to reauthorize the federal Higher Education Act that expired in 2013 and is essential for millions of students and families needing federal direct student aid. I foresee a needed resurgence of federal funding for science, the higher education research enterprise, innovation.

All Presidential election outcomes are significant. This November, America not only is projected to have selected Joe Biden as its 46th President, but Kamala Harris as the nation’s first female and first Black and South Asian vice president.

I urge all of us to come together and reconcile the differences that have divided America – and the world. Let us respect each other, debate with civility, collaborate to navigate the challenges we face and achieve a better future for all. As members of the Oregon State University community, let us focus on moving forward and ensuring that all members of the next generation have better economic, societal and educational opportunities – no matter what zip code or community they are from.

Sincerely,

F. King Alexander
President

Dear OSU Students,

I write to share important COVID-19 related updates and information items for you.

Holiday Testing Program: As you make plans to travel and/or gather with friends and families, please take measures to minimize potential spread of COVID-19. Limit your exposure by wearing face coverings, keep distancing from others, wash your hands frequently, and limit the size of your gatherings.

We encourage you to enroll to be included in weekly testing opportunities. Additionally, Project Baseline, a community-based testing initiative, is offering anyone a free COVID-19 test at Rite Aid drugstores in Oregon, Washington, California and other select states. While a negative test result does not confirm you are free of the virus and are not infectious, testing is an added precaution that can help you make the best decision on how to celebrate the holidays with family and friends.

In addition to weekly surveillance testing through TRACE-OSU, OSU students who live in the Corvallis or Bend areas will be invited to obtain a free test the week of Nov. 16. During that week, you will receive an invitation and QR code to use at a TRACE OSU testing site. In order to minimize lines at the testing sites, we will send invitations in batches – other students you know may receive an invitation before or after you. Please go to a testing site as soon as possible after receiving your invitation. Results will be returned within three business days, meaning those who participate will have their test results by Tuesday, Nov. 24. Please participate and help minimize the potential spread of the virus within your home communities and among families and friends.

Contact Tracing: Please take time to understand how the contact tracing process works and be sure to answer any calls from contact tracers. More information on contact tracing, and what to expect when contacted, may be found here.

Wishing you all good health!

Office of the Provost and Executive Vice President

30 October 2020

Dear OSU Community,

I am pleased to announce that we have a third Provost’s Lecture scheduled for the academic year. I invite you all to join a lecture via Zoom by Ibram X. Kendi on April 14, 2021, at 6:30 p.m.

Dr. Kendi is one of the nation’s leading scholars of antiracism. A National Book Award Winner (2019), Guggenheim Fellow, historian, and three-time New York Times best-selling author, Dr. Kendi is Andrew W. Mellon Professor of Humanities at Boston University, where he founded the BU Center for Antiracist Research.

Professor Kendi’s visit will be the third lecture in the 2020-21 Provost’s Lecture Series. The series, a partnership between my office and the OSU Foundation, aims to bring renowned thinkers and leaders to OSU to engage the University and community on topics of significance.

Two additional upcoming Provost’s Lectures include Dr. Henry Louis Gates, Jr.’s lecture entitled The Collapse of Reconstruction and The Roots of White Supremacy” on November 9, 2020, at 5:30 p.m. and Dr. Mae C. Jemison on February 4, 2021 at 6:30 p.m. These events are free and open to the public but require registration. Join the conversation by visiting this page to register.

Best wishes,

: Announcing Provost’s Lecture by Ibram X. Kendi on April 14

Office of the Dean of Students

Dear OSU students,

As the U.S. presidential election approaches on Tuesday, Nov. 3, it is important to remember:

  • Regardless of political views, all OSU community members should continue to demonstrate respect for one another.
  • OSU encourages productive and respectful sharing of dissenting viewpoints. The university’s core values should guide constructive discourse with others.
  • OSU’s policies on Freedom of Expression help advance our commitment to inclusion and enable differences in opinion to be discussed openly and safely.
  • All students must adhere to the OSU student code of conduct and threats of physical violence or behavior by anyone that substantially disrupts university operations are prohibited.

If you are in need, OSU’s Election 2020 website provides various resources and programs for students. Meanwhile, OSU President F. King Alexander has asked faculty to recognize that students will experience many emotions following the election, and to provide appropriate flexibility with regard to assignments, exams, deadlines and other course requirements.

Let’s continue to support one another during this election period and unprecedented year. Remember, if you are registered to vote in the U.S., please participate in Tuesday’s election.

Sincerely,

Kevin A. Dougherty, Ed.D.

Office of the Dean of Students

Beavers:

With Halloween almost here, we wanted to provide helpful information for your awareness. If you choose to celebrate, please do so in a responsible, safe, respectful and healthy way. Look out for one another and know what resources and support are available.

If you celebrate Halloween, remember to wear a face covering as outlined in our physical distancing and face covering policies. A Halloween mask won’t protect you or others from COVID-19. Maintain six feet distance from people outside of your household and only attend social get-togethers with 10 or few people, whether indoors or outdoors. You can make safer choices to reduce the risk and spread of COVID-19 by checking out neighborhood decorations with members of your household. Or, stay home and connect with other students at Oregon State’s online Halloween events. Regardless of what you do, our Halloween at OSU website provides additional resourceful and programmatic information that may be helpful to you and your peers.

Please keep in mind that as members of Beaver Nation, we each play a role in creating an environment that is safe, particularly free of sexual assault and other forms of violence. The Survivor Advocacy & Resource Center is available to all OSU community members in need of support.

As an Oregon State University student, you are responsible for your behavior on and off campus. Please make sure you are familiar with the OSU Code of Student Conduct to avoid any potential university sanctions.

We recognize that Halloween will be different this year. Yet, our actions and behavior should remain the same by looking out for each other’s wellbeing, respecting one another, avoiding cultural appropriation, acting when we see something wrong, and knowing when to call for help.

Go Beavs!
