As you know, Oregon State University and Washington State University initiated legal action in September to confirm the governance structure of the Pac-12 Conference, gain access to business information and protect the conference’s assets. In taking this action, we felt a sense of urgency to protect our universities, ensure accountability and transparency, safeguard the Pac-12 Conference, and preserve our options moving forward.

Today the Whitman County Superior Court in Washington decided that Oregon State and Washington State constitute the only remaining members of the Pac-12 Conference Board, granting our request for a preliminary injunction order until the case can ultimately be decided at trial.

This is an important day for OSU student-athletes, the Pac-12 conference and all of Beaver Nation, but our fight is not yet over. The departing 10 schools have announced their intention to appeal this decision. However, we continue to be confident in our position and look forward to working in a collaborative manner with the conference and departing members on a productive path forward. From the beginning, our intentions have been to make reasonable business decisions while continuing to seek collaboration and consultation with the departing universities.

Dear OSU Community Members,

Please join me Friday, Nov. 10, in celebrating Veterans Day and by recognizing the many contributions of our nation’s veterans and the continuing service of U.S. active-duty military personnel across the world.

Veterans and active-duty personnel are valued members of the Oregon State University community. They include students, faculty, staff and volunteers in a variety of OSU programs. The graduating class of 2023 included 193 veterans of the U.S. armed forces.

This fall, 1,527 veterans are enrolled at Oregon State. They make up 4.4% of all students enrolled in Corvallis, Bend and Ecampus. Another 214 students are enrolled in Army, Air Force, Navy and Marine Corps ROTC programs in Corvallis and Bend, continuing the proud tradition of educating and training military leaders that earned Oregon State the title “West Point of the West” during World War II. OSU is ranked in the top 5% nationally for veterans and active-duty military by College Factual.

Oregon State has earned its reputation as a veteran- and military-friendly university by providing support and resources specifically for these students. These include services to help students maximize their military education benefits, flexible course scheduling for active-duty personnel and resources to help veterans make a successful transition from the military to college and career. OSU’s Military and Veteran Resource Center in Corvallis, Veterans Lounge at OSU-Cascades, along with student clubs, build community and camaraderie for students in Corvallis, Bend and online. We remain firmly committed to supporting these programs and facilities.

And through a featured initiative within the Believe It campaign, the OSU Foundation is raising funds to support veteran and military students.

This week, OSU has recognized veterans and active-duty personnel on the Corvallis campus with a veteran employee breakfast, along with mental health and wellness programming and a resource fair at the Military and Veteran Resource Center in Snell Hall. On Saturday, the OSU Alumni Association will honor veterans at its inaugural Beavs, Brews and BBQs event at the CH2M HILL Alumni Center before the Beavers take on the Stanford Cardinal.

Finally, in a dedication ceremony at 2 p.m. Friday, the Military and Veteran Resource Center will become the Holcomb Center. This honors U.S. Army Sgt. John N. Holcomb, who had been an Oregon State University student before serving in Vietnam. Holcomb was killed in action in 1968 and was posthumously awarded the Congressional Medal of Honor for conspicuous gallantry above and beyond the call of duty. 

I hope you will join me Friday in reflecting on the service, sacrifice and many contributions of these veterans and active-duty personnel to our nation and to Oregon State University.

As we continue to see round after round of increasingly sophisticated and malicious phishing attacks targeting the OSU community, we are working to improve our security posture and increase our resiliency by adopting new security measures. Beginning Monday, November 6, we will be activating Verified Duo Push for all OSU students and employees.

How will this impact me? 

Verified Duo Push will impact the way users engage with Duo to approve a login request. Instead of sending you a push notification asking you to approve the request, Duo will show you a one-time, unique verification code that you will need to enter in the Duo Mobile app.

Why is this happening? 

Across the board, higher education continues to be a preferred target for cyber attackers. Phishing attacks continue to evolve and are increasingly sophisticated and convincing, making them much harder to spot at first glance and much easier to fall for. Cyber attackers also rely on tactics such as push harassment and push fatigue, sending a user multiple push notifications to get the user to approve a malicious access request and give the attacker access to login credentials. 

The verification code option for Duo Push provides additional security against push harassment and fatigue attacks by asking the user to enter a verification code, making it difficult for attackers to log in as you and access your information without that verification code. It also provides improved fraud reporting, directing users to the fraud report option in Duo Mobile when they receive unexpected Duo Push login requests. 

Gaining access to a single ONID account can have a measurable impact: it can give cyber attackers access to an individual’s data, including sensitive personal, financial and health information, and it can create a doorway for access to all of OSU’s institutional data. To protect the community and university, we must stay vigilant and minimize opportunities for attackers to infiltrate OSU’s cyber boundary so we can protect ourselves, the community, and the university.  

Will there be other changes in Duo security measures coming up? 

Yes. One of the next steps in increasing our Duo security measures will be to retire the use of Duo tokens in the near future. When this occurs, token users will need to use Verified Duo Push on the Duo Mobile app or a YubiKey (or similar security key). The Duo tokens will continue to function as an authentication method on November 6th and the near future.  The Office of Information Security will work with the appropriate campus partners to make security keys available to faculty, staff and students who need them.

Dear OSU Students,

I write to remind you of important protections of your education records that are required by university policy, as well as federal and state laws.

In compliance with the federal Family Educational Rights and Privacy Act, state law and OSU policy, students have certain rights with respect to their education records. They are:

1.    The right to inspect and review the student’s education records within 45 days of the day the university receives a request for access. Students should submit written requests to the registrar, dean, head of the academic department, or other appropriate official, that identify the record(s) they wish to inspect. The university official will make arrangements for access and notify the student of the time and place where the records may be inspected. If the records are not maintained by the university official to whom the request was submitted, that official shall advise the student of the correct official to whom a request should be addressed.

2.    The right to request the amendment of the student’s education record that the student believes is inaccurate or misleading. Students should write the university official responsible for the record; clearly identify the part of the record they want changed; and specify why the record is inaccurate or misleading. If the university decides not to amend the record as requested by the student, the university will notify the student of the decision and advise the student of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the student when notified of the right to a hearing.

3.    The right to consent to disclosures of the personally identifiable information contained in the student’s educational record, except to the extent that FERPA authorizes disclosure without consent. One exception that permits disclosure without consent is disclosure to school officials with legitimate educational interests. A school official is a person employed by the university in an administrative, supervisory, academic or research, or support staff position (including health staff and members of the university’s law enforcement department); a person or company with whom the university has contracted; a person or company acting as consultant or volunteer for the university; a person serving on the university’s Board of Trustees; or a student serving on an official committee, such as a disciplinary or grievance committee. A university official has a legitimate educational interest if the official needs to review an educational record in order to fulfill their professional responsibility.

4.    The right to file a complaint with the U.S. Department of Education concerning alleged failures by Oregon State University to comply with the requirements of FERPA.

The Office of Information Security has seen a recent spike in phishing emails received by the OSU community. The themes range from fake service desk notices stating that accounts are in danger of being terminated to fake document sharing notifications. The Office of Information Security team would like to thank all of you who are reporting these suspicious emails — you are directly contributing to the cyber safety of the university. The best way to report suspicious emails is to use the “Report a Message” function in Microsoft Outlook. Phishes can also be sent to [email protected] for those who do not use Microsoft Outlook.  

Below you can see an example of one of the phishing emails that came into OSU with some pointers to look out for.

Phishing attempts continue to get better and more sophisticated, making them harder to spot and easier to fall for. It’s important that we do what we can to stay vigilant, to not only protect ourselves and our individual data and information, but to also protect the university and its institutional reputation.

As a member of the OSU community, it is important that you are aware of the university’s plans and processes for emergencies. The OSU Emergency Operation Plan includes information about how the university operates during emergencies; establishes response priorities; and implements emergency processes. University colleges and departments are responsible for developing their own emergency action plans for their staffs and areas of responsibilities.

Please review your campus/center emergency plan and prepare for emergency events. College and department plans are available within each organization. Plans are located at:

In the event of emergencies, OSU uses two key systems to prepare and inform the community:

  • OSU Alert system. OSU issues timely warnings via the OSU Alert system when a crime and/or serious threat to the campus community occurs, and members need to take action to protect themselves. Text/SMS messages are the fastest way to receive these alert messages.
  • Rave Guardian app for mobile devices. This app provides access to OSU safety resources all in one place. It can be used to text OSU Dispatch if a phone call can’t be made, provides one-touch emergency dialing, and is campus specific.

Dear OSU Community:

I am deeply saddened by what has occurred and the agony that continues for so many following the horrific and terrifying events in Israel and Gaza. This human tragedy has led to an outpouring of anger, fear and grief around the world and here at Oregon State University. Words cannot capture the scale and horror of what has occurred and of the tremendous suffering and loss people in Israel and Gaza are experiencing as the conflict evolves.

I have heard from many members of our community who are profoundly unsettled. I share your concerns and am deeply grateful for the compassion that I have witnessed students, faculty and staff express for one another and for family, friends and connections in the Middle East. I want to share some of the actions we are taking and resources that are available in response to this unfolding crisis.

In situations like this, our first action is to determine whether any OSU faculty, staff and students traveling, working or studying in an affected region are safe or need assistance. We did this immediately, and I am thankful to report that we have no students or employees currently in the region or in imminent danger.

Next, leaders and staff within the Division of Student Affairs and the Office of Institutional Diversity begin reaching out immediately to those we believe are likely to be most affected, and we open up conversations with those who reach out to us. In a climate of rising anti-Semitic and Islamophobic incidents here in the U.S., we have community members at OSU who feel particularly vulnerable right now and need the university community’s support. A great many staff are engaged in providing that assistance.

We also consult with other universities, community groups, partners and leaders in Corvallis, Bend and throughout the state to identify resources and inform our response. We offer our own support and assistance when appropriate.

To all those who feel vulnerable or overwhelmed by the current crisis, we stand with you, and you have our support. Please take advantage of student support resources on the Corvallis and Cascades campuses and support resources for all employees, and reach out to faculty, colleagues and friends if you need to talk or extra time to process what is happening.

Safety Notice OSU-Cascades Campus

Safety Notices inform the OSU-Cascades community of recent incidents regarding personal safety and/or the protection of property. Please read the following information carefully to make informed decisions about your safety and property.

Reported Event: OSU-Cascades was informed of two phone scams which appeared to utilize Artificial Intelligence (AI) generated voice impersonation.  This type of fraud involves someone using AI voice technology gleaned from social media posts or other sources to impersonate a family member.  Criminals will impersonate a member of the family and pretend that the family member is in trouble.  They will then tell the victim (the receiver of the call) that the family member needs money to resolve the emergency.  With generative AI, criminals can mimic voice clips, then defraud a family member into paying a ransom or sending money.

Campus Safety Response Options:  If you suspect you are the victim of a cyber-crime such as an AI generated fraud scam contact local law enforcement and the Federal Bureau of Investigation’s Internet Crime Complaint Center (IC3).

To identify potential fraudulent scams, look for possible indicators:

  • Callers go to great lengths to keep you on the phone, insisting you remain on the line.
  • Calls do not come from the supposed victim’s phone.
  • Callers try to prevent you from contacting the “victim” of the kidnapping, medical emergency etc.
  • Calls include demands for ransom money to be paid via wire transfer; ransom amount demands may drop quickly.

If you receive a phone call from someone demanding a ransom for an alleged victim of a kidnapping or other emergency, the following should be considered:

  • In most cases, the best course of action is to hang up the phone.
  • If you do engage the caller, do not say the family member’s name.
  • Agree on a code word or phrase that your family members will use when they are in trouble.
  • Do not share information about yourself or your family.
  • Listen carefully to the voice of the alleged victim if they speak.
  • Attempt to contact the alleged victim via phone, text, or social media, and request that they call back from their cell phone to make certain they are safe.
  • Do not agree to pay a ransom, by wire or in person. Delivering money in person can be dangerous.
  • Do not communicate further with the caller and block the number.

If you suspect a real kidnapping is taking place or you believe a ransom demand is a scheme, contact your nearest FBI office or local law enforcement immediately.

To further protect yourself from AI-voice cloning scams and help prevent your voice from being used for one of these schemes:

  • Lock down your social media accounts to private.
  • Reconsider using voiceprints and vocal biometric verification to access accounts.
  • Reconsider leaving voice samples or voice audio on social media that can be cloned and manipulated.

These webinars will overview the initiative and provide more details about payment plan options, resources on campus to support students, and will include a live Q&A. You are welcome to invite family members and those in your life providing support to also participate in the call. 

There will also be details provided about the Financial Readiness & Success One-time Grant and extended repayment applications. The grant application opens Friday, October 13 at 1:00 p.m. PDT! When live, the application can be accessed here.

The Financial Readiness & Success program includes: 

  • Increased financial wellness support for all students through the Center for Advancing Financial Education (CAFE).
  • Integration of financial wellness support and education in orientation programs for new students.
  • Earlier awareness of tuition owed along with financial aid that may apply toward your bill.
  • Expanded payment plans that start earlier, allow more time to pay each term, and secure registration eligibility.
  • A lower balance threshold of $500.
